- DESCRIPTION The Department of Veterans Affairs Sierra Nevada Health Care System (SNHCS) plans to issue a Request for Proposal (RFP) to obtain courier services for the Diamond View CBOC. Contractor shall transport laboratory test specimens between the VA Sierra Nevada Health Care System (VASNHCS), Emergency Department, 1000 Locust Street, Reno Nevada 89502 and the VA Diamond View Outpatient Clinic, 110 Bella Way, Susanville, CA 96130. Courier services between the VA facilities will be conducted daily, Monday through Friday except on federal holidays. The specimens may be any combination of room temperature, refrigerated, or frozen. The Courier will provide shipping containers, and ice or dry ice as needed, to maintain the specimens at the proper temperature. The Courier will transport all specimens in accordance with DOT and OSHA regulations. The NAICS code 492110 applies with a size standard of 1500 employees. This acquisition is for Veterans Owned Small Business set-aside. The contract will be a fixed price type and is expected to include a base year beginning 1 May 2010 to 30 April 2011, with four one-year options. The solicitation number for this RFP is VA-261-10-RP-0128. The solicitation will be issued on or about 10 March 2010 with an anticipated proposal due date of 25 March 2010.
