- RECOVERY. This notice is provided for informational purposes only. The project will be funded through the American Recovery and Reinvestment Act 2009. This opportunity (Solicitation # IMO00090_MECH) is available as a competitive task order only to contractors that were awarded an Indefinite Delivery Indefinite Quantity, Construction Manager as Constructor Contract in the geographic area described as the Greater St. Louis Metro Area, including the cities of Cape Girardeau and Hannibal, Missouri for GSA Region 6 (GS06P07GYD0012-17). A listing of the contractors is attached for informational purposes and subcontracting opportunities. The estimated closing proposal response date is March 22, 2010. The estimated award date is March 26, 2010. The FSC Code is Z111, NAICS Code 236220, and the size standard is $33,500,000. Estimated amount of this task order is between $5,000,000 and $10,000,000. The task order will use CMc Method 3 with the Guaranteed Maximum Price (GMP) provided. The government intends to award both the Pre-construction and Construction Phase services at the time of award. The GMP will be firmed before notice to proceed for the Construction Phase services is issued. After evaluation of offers is completed, the Government intends to make award to one responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. For this solicitation, technical quality will be significantly more important than cost or price. As proposals become more equal in their technical merit, the price becomes more important. Offerors who meet the minimum requirements listed will not necessarily obtain maximum score. The work to be delivered under this task order includes, but is not limited to: (1) Pre-Construction Phase Services including design development, constructability reviews, value engineering, cost estimating, schedule development, (2) Construction Phase Services, includes but is not limited to, Advanced Metering, EMCS Upgrade/Replacement, DDC Control of VAV Boxes w/Building Air Balance, Replace pneumatic control devices with DDC, Replace CRAC Dry Coolers with Fluid Coolers, AHU Replacement, Install Variable Speed Drive on AHU fan motors, Energy Efficient Transformers, Replace Lighting Controls, and Fire Safety Corrections (Fire Stopping, Dampers, Etc). Additional work on this project could include CRAC unit replacement and Wind/PV Renewable energy generation. The work will be performed at the Robert A. Young Federal Building, 1222 Spruce, St. Louis, Missouri 63103-2818.
