Description
This project is an American Recovery and Reinvestment (ARRA) action. Receipt of award is contingent upon the offeror's meeting the requirements of Section 1512 (reports on use of funds) of the Recovery Act. CORRECTION OF NAICS: This sources sought notice is issued to correct the NAICS that was issued under a previous one, which was 238190. NAICS 238190 was incorrect and this sources sought notice is being issued under NAICS 562910. The reason for the change is that the industry for NAICS 562910 comprises establishments primarily engaged in one or more of the following: (1) remediation and cleanup of contaminated buildings, mine sites, soil, or ground water; (2) integrated mine reclamation activities, including demolition, soil remediation, waste water treatment, hazardous material removal, contouring land, and revegetation; and (3) asbestos, lead paint, and other toxic material abatement. The NAICS code 238190 industry comprises establishments primarily engaged in building foundation and structure trades work (except poured concrete, structural steel, precast concrete, framing, masonry, glass, and glazing, roofing, and siding). The work performed may include new work, additions, alterations, maintenance, and repairs. This industry for NAICS 238190 does not efficiently facilitate the performance of the required task, as shown below under "description", especially the reclamation aspects of the description. Cleanup of mine sites and mine reclamation activities are marked by qualities or characteristics or equipment that facilitate the performance of the required task, as described below under "description", in the best possible manner. The government's technical and contracting personnel believe that NAICS 562910 industry is more efficient to perform the task than under NAICS 238190. This is especially so when considering the reclamation part of the description of work to be performed. GENERAL: The National Park Service (NPS), Department of Interior is seeking responses of interest from contractors with capability and interest in a project described below. This solicitation will be issued electronically, on the Department of the Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF; specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. You are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. SOLICITATION DATE: Approximately March 12, 2010. NAICS CODE: 562910 PROJECT DESCRIPTION: Construct and install mine closures at mine openings including adits, shafts, and delines of approximately 37 abandoned mines within Big South Fork National River and Recreation Area (BISO), Oneida, Tennessee 37841. Gates base on a standard or special design will be installed at specific locations. Existing deteriorated iron gates at mine openings will be replaced. New gates will be installed in mine openings where bat habitat conditions are favorable. Mine openings will be closed by sealing using polyurethane (PUF) technology. Work will also include backfilling using on-site or imported materials. Some vegetative clearing will be required to access mine sites. TITLE OF PROJECT: BISO 146276 Install Gates to Protect Visitors and Preserve Resource Habitat TYPE OF PROCUREMENT: Negotiated (if necessary) Firm Fixed Price ESTIMATED PERIOD OF PERFORMANCE: About 12 months after contract award, +/- 3-6 months or so. Exact period of performance will be listed in the solicitation. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
