- GENERAL INFORMATION a. PERFORMANCE PERIOD: One base and two (2) option years not to exceed 365 days each. b. MAXIMUM CONTRACT VALUE: $9,000,000 for the life of contract with an estimated annual amount of $3,000,000. c. MINIMUM GUARANTEE: The minimum guarantee is $15,000 for the base and is considered compensation for all remaining periods whether issued or not. d. ORDER LIMITATIONS: The minimum task order amount is 2,000 and the maximum task order amount is 1,000,000.00 (reference clause 52.216-19). On a case by case basis the Contracting Officer has the authority to issue task orders that may exceed the maximum task order limit, but not exceeding the amount of sustainment, restoration, and modernization (SRM) authority delegated to the installation by the ACOM and/or HQDA. e. BANK LETTER OF ASSURANCE: Offerors are required to furnish with their offer an assurance that they can secure a performance guaranty as required by the clause entitled Bank Letter of Guaranty if awarded a contract pursuant to this proposal (reference clause 52.000-4059). f. BANK LETTER OF GUARANTEE: The Bank Letter of Guarantee shall reflect 10% of the anticipated maximum contract value for the performance period (reference clause 52.0000-4061). g SCHEDULE OF SERVICES AND RATES (SSR) or UNIT PRICE BOOK (UPB): The Schedule of Services and Rates (SSR), titled 2005 Germany UPB Update Euro Based, is to be used as the contract specification in the execution of work under this contract. h. UNIT PRICE BOOK(UPB): UPB is the terminology used by the U.S. Army for Schedule of Services and Rates (SSR). The terms shall be used interchangeably in this solicitation and final contract. 1.2PURPOSE AND SCOPE OF WORK The Job Order Contract (JOC) is an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract used to acquire real property repair, maintenance, minor construction, and/or asbestos abatement. The orders will primarily address general building renovation, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Each project task ordered awarded under a Job Order Contract is normally comprised of a number of pre-described and pre-packed tasks as described in each Task Order and the Unit Price Book. 1.3 GEOGRAPHICAL AREA The geographical area covered by this contract includes work in Romania in direct support of the US Government, US Department of Defense Facilities, US Forces, and other US facilities located throughout Romania. Work is primarily in the associated area listed below to which the contract award applies: Smardan Training Range, Babadag Training Area and Rail Head, Mihail Kogalniceanu Air Base, and Cincu Training Range. Please ensure you also address Quality Control (QC) and safety processes and note that the majority of work will likely be located at Mihail Kogalniceanu and Babadag, but work is also expected at the other locations, to a lesser extent that is within the scope of the contract work. Some work not to exceed 15% may be performed outside these locations. The Government reserves the right to issue additional solicitations and award additional contracts within the region covered by this solicitation.
