Description
Advancement of Materials, Processes & Technology for War Fighter's Multidisciplinary Needs The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000 on behalf of the Project Integration Office (PIO) together with the Energetics & Warheads Manufacturing Division and the Technology Center of the Armament Research, Development & Engineering Center (ARDEC) is conducting a Market Research/Sources Sought Notice to determine the availability and capability of offerors able to advance promising technologies in the life cycle of Armaments efforts, including but not limited to the advance research and development in support of weapon systems, renewable energy (such as: Wind, Bio-mass, alternative technology, etc) and other advanced technologies. The US Army continuously searches for new materials and processes to accomplish its goals of improving Armys war fighting capability. The purpose of this announcement is for a contractor to plan, manage and conduct research and development on Advanced armament, energetics and multi-scale materials technology; Systems Engineering and Manufacturing processes and sciences; Rapid Technology Development for New Weapon Systems Applications; Systems Engineering methodologies to increase the probability of DoD technical programs meeting warfighter requirements within cost, schedule and performance; Nanotechnology for armaments and munitions; Low-cost, nano/chip-scale inertial rate sensing gyroscope technology for guidance systems on small applications needing computing, sensing and actuating functions; Nano composites/nano tubes/nano materials for lightweight applications; Real time embedded intelligent systems; Command and control systems; Micro-Electronic Mechanical Systems (MEMS); Micro-machines and devices; Micro-Chemical Platforms; Interpretable and secure communications technologies; Electronic and sensor systems; Sensor date and fusion and analysis; Modeling and Simulation; Environmental assessment of materials processes; Range, Environmental and Pollution Minimization Manufacturing Technologies; Lifecycle product assessments; Homeland security defense technologies; Detection, removal and lifecycle evaluations of contaminants and chemical components; Advanced Propellant Coating Technology; Low-cost remotely operated architectural surveying and map generation system; Perimeter security and entry control point protection systems; Development of novel energetic materials for improved IM response; Low Energy Exploding Foil Initiator (LEEFI); Alternative sources for energy production; Sustainable and Renewable Energy Systems and Technologies Research; Integrated Flexible Energetics and Electronics; Electrical system reliability from hostile electromagnetic attacks; and Regenerative Medicine. The materials of interest will vary widely in their composition and range from energetic materials (pyrotechnics, explosives, etc) to heavy metals such as titanium, tantalum, hazardous materials, novel and other unique compounds used by the Army in their development, testing, fielding and disposal of weapon systems processes. The contractor will be required to create multidisciplinary teams to solve technical problems which span multiple technical areas. One example of the integration of multi-disciplinary technologies would be to integrate nanotechnologies with microelectronic mechanical systems on a weapons platform. The contractor shall perform basic and advanced research at their centers of excellence and on-site at Picatinny Arsenal. All interested companies are invited to provide their capabilities and qualifications regarding the above stated requirements via email (10MB limit) to the email point of contact listed below; information provided will not be returned. Respondents can submit information that describes their organizations primary mission; how they are organized to accomplish advanced research and development, information which briefly describes any developments on current research projects; your experience in managing a laboratory and strategy for maintaining quality control of contract laboratory operation; a list of any recommended military installations, universities, other Government agencies or industry contacts to support your application; and what experience your organization possess in terms of handing classified work or programs. Responses shall indicate the size of the business entity (large or small); a copy of the most recent ORCA Certifications. Please provide the name and address of your company, a point of contact (POC), phone and fax number where they can be reached and an email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. In addition, the Government does not intend to reimburse or pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status.
