Description
The US Army Corps of Engineers, Army Geospatial Center (AGC), is a lead organization responsible for acquiring personnel, materials, equipment, facilities, and other supplies and non-personal services necessary to conduct research and analysis for the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI). The US Army is facing significant training challenges that result from the rapidly changing requirements of the contemporary operational environment. With the rapid changes in and proliferation of training needs, the ARI must respond with training solutions addressing the needs of the force. This response includes both training oriented toward current capabilities and training oriented toward new warfighting technologies. Training emphasis demands determining the appropriate balance of institutional training of Soldiers and leaders, the continuation training these individuals require once in their units, and also unit collective training. Research must address how to make such training effective and efficient, to include developing competent trainers and leaders to meet training and readiness objectives that respond to the operational environment. The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the government's requirement for ARI's support services. NO PROPOSALS are requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope and potential alternative means of meeting the government's requirement is sought. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541720. The business size standard is $7.0M. Your response should identify your business size (large or small) in relation to this NAICS code. The AGC is assessing the existence of sources and is requesting capability packages from industry on the requirements below. Responses must be limited to no more than 10 pages and must address the following areas: (1) knowledge and experience related to training analysis and leader development needs and requirements; (2) knowledge and experience on design and development of exemplar or prototype training and leader development methods; (3) knowledge and experience related to the analysis, evaluation, and assessment of human performance, the impact of training, and the impact of leader development interventions; (4) knowledge and experience related to design, development and evaluation of methods for the implementation and management of training and leader development programs; (5) knowledge and experience related to design, development, evaluation, and incorporation of innovative state-of-the-art training delivery technology for training efficiency. Interested sources are encouraged to submit company literature in response to this RFI. Any submission of such company literature will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals (RFP). The AGC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN 12 March 2010, 10:00 AM.
