- This is a Request for Information (RFI) as defined in FAR 15.201(e). The Bureau of Reclamation (Reclamation) is requesting information on potential sources to provide or develop a non-toxic additive that can be applied to flowing water in unlined canals to reduce seepage losses. The specific areas of interest include:1. A product that can be applied to flowing water that will react with the natural turbidity in the water, causing it to flocculate the turbidity to the bed of the canal. Reclamation has demonstrated that flocculating the sediments entrained in many canal waters helps to reduce seepage losses in unlined canals. In lieu of a flocculant, other non-traditional alternatives will be considered that has the potential to achieve similar or better performance.2. A product that is relatively easy to apply and preferably in a dry form, for ease of transport, that can be broadcast across the surface of a flowing canal.3. A product that is derived from organic or naturally occurring materials. Chemical alternatives will be considered as long as the product can be shown to be safe to the environment and human health (i.e. per items 4 and 5 below)4. A product, and associated biodegradable bi-products, can be conclusively shown to not be harmful to the environment, aquatic resources, or to human health through human/societal uses of the water.5. A product that will be able to comply with Federal or state water quality standards.6. A product that is significantly more cost effective than traditional methods of lining canals (e.g. concrete liners, geomembrane liners) Reclamation has conducted and sponsored significant research and demonstrations to evaluate the effectiveness and safety of using polyacrylamide (PAM) to act as a flocculent in reducing canal seepage. This effort demonstrated the effectiveness of PAM to reduce canal seepage, but introduced environmental and human health concerns associated with acrylamide when PAM was used for this purpose. Reclamation seeks to overcome these concerns with an alternative product. The Report of Findings for this research and demonstration effort has been published and is available at: http://www.usbr.gov/research/science-and-tech/research/results/PAM/LA-PAM%20Report%20of%20Findings.pdf Reclamation and the U.S. Department of Agriculture - Agricultural Research Service also organized and sponsored a workshop in February 2008 to further explore these concerns and potential alternatives. The proceedings from this workshop have been published and is available at:http://www.usbr.gov/research/science-and-tech/research/results/PAM/2008%20PAM%20Workshop.pdf This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for future acquisition planning if the information submitted indicates a strong commercial capability exists for Reclamation's intended applications or for research and development efforts with qualified industry representative(s) to develop and commercialize the capability sought. Interested parties should review the attached documents and reply no later than April 30, 2010. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Response to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
