- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR OFFERS pursuant to 38 U.S.C. 8217 (c) for sole source to a Service-Disabled, Veteran-Owned, Small Business (SDVOSB). REF: VA-255-10-RQ-0228. The Department of Veterans Affairs, VISN 15, intends to negotiate a commercial sole source contract with Cardinal EMS Ltd to provide ambulance transportation services for the VA Medical Center, Marion, IL and supporting Community Based Outpatient Clinics in Effingham, IL; Mt. Vernon, IL; Evansville, IN; Paducah, KY; Mayfield, KY; Owensboro, KY; Hanson, KY; and Vincennes, IN, for an interim period NTE three (3) months; March 7, 2010 through May 31, 2010. This interim contract will maintain continuity of services to eligible veteran beneficiaries without interruption and allow time for the Government to solicit and award a long term contract for said services. The determination to make a sole source award is a business decision wholly within the discretion of the Contracting Officer in accordance with VAAR 819.7008. The North American Industry Classification Code (NAICS) is 621910 and the Size Standard is $7.0 Million.
