Description
Under the authority of FAR 13.106-1 (b)(1), in conjunction FAR 13, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760, on behalf of the WARSTAR Directorate, intends to negotiate and award a contract to Satish Kandlikar located at 44 Brandywine, Rochester, NY 14618-5602. To provide the design of efficient energy utilization schemes service. The intent is to award 1 contract to procure the above mentioned service on the basis of Other than Full and Open Competition. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: The contractor shall have extensive knowledge of solar energy conversion techniques, such as photovoltaic cell to thermal energy conversion from Rankin cycle for cooking and hot water. The contractor shall have unique experience and education with solar thermal energy, fixed trough and photovoltaic collectors. This combination is rare and highly sought after for military fielding development applications. DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: The candidate Dr. Satish G. Kandlikar, Professor at the Rochester Institute of Technology, has the unique training and experience in simulation and modeling of heat transfer systems assembly, and prototype production of such systems. The Contractor's familiarity with DoD and Natick laboratory procedures, and the use of data acquisition equipment. The Contractor is highly recognized in Solar Energy and Thermodynamics area, has published many papers and lectures at international workshops which is very desirable for our applications. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Market Research was conducted to identify personnel by referencing the Statement of Work (SOW). There was no other personnel identified that had the unique combination of education and experience to perform the unique functions required in the task. Human Resources was contacted, Monster.com and Bostonworks.com were explored without successfully producing a candidate to meet the critical requirements for this task. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: The contractors Fields of Expertise: Solar Energy, Concentrating collectors, Fuel Cells, Hydrogen economy, Flow Boiling Heat Transfer, Critical Heat Flux, Two-phase Flow, Microchannels and Minichannels, Roughness Effects on Laminar Flow, Adiabatic two-phase flow, Enhanced Single-phase flow in microchannels for Chip Cooling, Water Management in PEM Fuel Cells, Heat Exchanger design and Analysis, Numerical Simulation of Liquid Heart Transfer and fluid Flow, Modeling of Boiling Phenomena. The Contractor has the ability and qualifications to produce an end item final technical report that will result in a thorough design of a solar system configuration suitable for field feeding application. A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: Information received will only be considered for future acquisitions.
