- The mission of the Department of Defenses (DODs) Medical Chemical Defense Program as executed by the U.S. Army Medical Research and Materiel Command and the Chemical Biological Medical Systems Joint Project Management Office is to protect the soldier against any chemical threat requiring a medical response. One of the major responsibilities is establishing and maintaining an effective medical chemical defense posture for our Armed Forces to augment the DOD in-house scientific endeavors by improving the survivability of soldiers in chemically-contaminated environments. A Request for Proposal (RFP) will be issued to solicit a Contractor to answer and validate applied and developmental biomedical questions critical to providing medical countermeasures against existing chemical warfare agents and emerging threats. The RFP work statement requires writing study protocols and conducting tests for potential decontamination and protective systems, as well as antidotal and therapeutic compounds against chemical agent contamination. Studies will involve in vivo and vitro experiments, animal models, alternatives to animal models, and comprehensive bench top procedures utilizing chemical surety materials (CSM) RDT&E dilute solutions of CSM, and other hazardous chemicals. Protocols, studies, and reports shall comply with Good Laboratory Practice (GLP) guidelines, the Army Standards Surety Clauses for use of Chemical Agents at Contractor-Owned/Contractor-Operated (COCO) Facilities as required by Army Regulation AR 50-6 Chemical Surety, and other applicable U.S. Government regulations. This requirement is follow-on to Contract No. W81XWH-05-D-0001 with Battelle Memorial Institute. Upon award of the new contract, the resultant contractor must be able to conduct multiple tasks simultaneously and adjust to rapidly changing priorities. The Government plans to award a three-year indefinite-delivery (cost reimbursement plus fixed fee) contract with a provision for two one-year options. Work will be assigned through individual task orders. RFP No. W81XWH-10-R-0001 is planned for release approximately April/May 2010.
