- This publication serves as a notice of intent for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Weather Service (NWS), Weather Forecast Office (WFO) in Salt Lake City, UT to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Washington State Department of the Budget and Fiscal Services, for the purchase of routine and emergency maintenance, vault and tower space, and microwave service for NOAA Weather Radio transmitters located within State of Washington-owned property located at: Mount Spokane, Birch Mountain, and Tunk Mountain. The period of performance will be 04/01/10 through 03/31/11. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the services that fully meet the Governments requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
