- The 49th Contracting Squadron is issuing this announcement for a requirement for Packing, Containerization and Local Drayage of Direct Procurement Method (DPM) Personal Property Shipment Services at Holloman AFB, NM 88330-8277 for calendar year 2010. The packing, containerization and local drayage contract provides a contractual arrangement for a contractor to furnish all personnel, equipment, facilities, supplies, services and materials for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services. Tasks include premove surveys, weighing, preparation, packing, loading and containerization, tagging, inventorying and making packing list, appliance servicing and unservicing, containers and vehicles, marking exterior shipping containers, storage, unpacking/unloading, preparing loss and damage reports, and providing documentation and reports. The work applies to Schedule I (Outbound Services), Schedule II (Inbound Services), and Schedule III (Intra-City and Intra-Area Moves) via domestic and international DPM for inbound and outbound household goods and unaccompanied baggage shipment and/or storage. The contractor provides services in a manner that meets or exceeds the standards in the Statement of Work (SOW) and only in connection with authorized Permanent Change of Station (PCS), Temporary Duty (TDY) or housing orders. All shipments for Holloman AFB, New Mexico will include: Area I - Otero County, Area II - Lincoln County, Area III - Chavez County, Area IV - Eddy County, and Area V - Lea County. All work shall be accomplished in accordance with the SOW based on Defense Transportation Regulation (DTR) 4500.9-R-Part II Cargo Movement, and DTR 4500.9-R-Part IV, Personal Property. Contractor is liable for full replacement value in the event of a claim for loss or damage. Work to be performed under the packing, containerization and local drayage contract will be within the North American Industry Classification System (NAICS) code 484210, Used Household and Office Goods Moving. This presolicitation notice is for planning purposes and Holloman AFB, NM intends to issue a formal Request for Proposals (RFP) on or about 8 Feb 10 on Federal Business Opportunities (FedBizOps). The solicitation will be result in a firm, fixed price contract with a base year (1 Jun 10 - 31 May 11) and four (4) one-year option periods extending through 31 May 15. This acquisition is unrestricted. The successful contractor will be selected using performance/price tradeoff procedures in accordance with FAR 15.101-1, resulting in the best value for the Government. The entire solicitation will be made available only on the website FedBizOps www.fedbizopps.gov. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this solicitation package. To be eligible for contract award offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website, www.ccr.gov. All responsible sources may submit a proposal that shall be considered by this Agency.
