Description
The US Army Corps of Engineers (USACE), St. Paul District, St. Paul Minnesota issues this Special Notice as a request for information with the intent of identifying potential businesses, including, but not limited to, Small Businesses, 8(a), HUBZone, Small Disadvantaged Business, or Service Disabled Veteran Owned Businesses, capable of providing equipment and labor for the construction of emergency temporary levees and emergency levee repair services in North Dakota and Minnesota, including, but not limited to areas of the Red River of the North, areas of the Souris River Basin, and in the Devils Lake areas, in preparation of potential flooding for the FY10 Spring Season. The estimated costs of these potential projects are unknown. The NAICS Codes for these potential projects are 237990 with an annual size standard of $33.5 Million dollars. Firms are requested to submit a Statement of Capability (SOC) in response to this request for information which will be the basis for the Governments decision to establish requirements as the need arises for small business set-asides. The SOC must describe in detail the firms capability of providing the equipment and labor for emergency levee requirements in the event of a flood, along with pricing for pieces of equipment and heavy equipment operators. The pricing shall be in the format as laid out in the attached document, page 4, entitled: Pricing Spreadsheet Example. This is not a request for proposals, but instead a request for information to determine interested sources and pricing information prior to anticipated events. The purpose of this Special Notice is to obtain an indication of interest and estimated pricing of the business community, and to obtain voluntary capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this notice, the information received, nor reimburse participants for the information they provide. If you are an interested business concern, you are encouraged to provide (1) the Full name and address of the firm; (2) Year firm was established; (3) Names of two principals to contact (including title, telephone and fax numbers); (4) Provide proof of 8(a), HubZone, Small Disadvantaged Business or Service Disabled Veteran Owned Business certifications, if applicable; (5) Proof of registration in the Department of Defense Central Contractor Registration (CCR) database at www.ccr.gov ; (6) Licensing and bonding eligibility/capability to fully perform construction work under NAICS codes 237990; (7) a brief outline of available resources, subcontractors, and key personnel that would be used to accomplish the work; (8) Indicate which locations you will submit estimated pricing for along with pricing in the format established in the attached document, page 4, entitled: Pricing Spreadsheet Format; (9) Indication of capability to mobilize within a 6 hour notification to fully perform the work. The SOC shall not exceed 10 typewritten pages and shall fully demonstrate the ability to meet the requirements specified in the above statement of work. Electronic responses are preferred. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 12:00 p.m., Eastern Standard Time on 15 March 2010, to the attention of Tina Guillot, Contact Specialist, via e-mail to tina.a.guillot@usace.army.mil, or to Kevin Henricks, via e-mail to kevin.p.henricks@usace.army.mil or by fax to either POCs at 651-290-5706.
