Description
The Naval Surface Warfare Center, Panama City (NSWC PC) intends to solicit on a sole source basis, DRS Sonar Systems, 400 Professional Drive, Gaithersburg, Maryland, 20879 to provide non-personal technical support services for recommended performance upgrades to the AN/SQQ-32 Classification Sonar and Ship Borne Classification Sonar Processing Equipment. This procurement is sole source for the following reasons. Thales Company was the 1980's designer, developer, manufacturer, and current vendor for the AN/SQQ-32 (V)3 Classify Sonar Sub-system and its associated parts and components. Sonar Systems (a DRS / Thales Company joint US venture), is the only company that can support the US Navy's AN/SQQ-32 (V)3 mine hunting sonar system pre-planned re-design to provide system analysis and upgraded design information based on obsolescence and reliability issues currently plaguing this now outdated design. Through Sonar Systems affiliation with Thales, they are the only US company to have developed and put into production, the current US Navy's AN/SQQ-32 (V)3 Classification mine-hunting sonar. Additionally, synthetic aperture sonar (SAS) capability for similar sonar systems has been designed and developed by Thales, which could be adapted for 32 applications with minimal effort and cost savings to the Government. Their corporate experience would significantly mitigate schedule and technical risk associated with the sonar's functional capabilities, parts obsolescence, system reliability issues, and common architecture with the MCM combat suite. Given the complexity of the AN/SQQ032(V)3 system and the level of system knowledge required to evaluate the High Frequency Wide Band (HFWB) and Classification sonar common operator console designs to accommodate upgrades to the system and to incorporate new technology requirements, Sonar Systems is the only source possessing the e! xpertise, internal technical data, equipment, and experienced personnel necessary to successfully provide the engineering and design services to accomplish all tasking. Sonar System's corporate experience would significantly mitigate schedule and technical risk associated with the sonar's functional capabilities, parts obsolescence, system reliability issues, and common architecture with the mine countermeasures combat suite.
