Description
This is the Solicitation and all accompanying attachments for FA3002-10-R-0034 Pittsburgh Electric System. This is a Combined Synopsis/Solicitation for the Utility Privatization of the Pittsburgh Air Reserve Station Electrical Distribution System. This synopsis' pre-solicitation notice was FA3002-09-R-0020. The Pittsburgh Air Reserve Station (ARS) is home to the 911th Airlift Wing (AW), Air Mobility Command. The installation is located in the western portion of Allegheny County, Coraopolis, Pennsylvania, within Pittsburgh International Airport (PIT). The Base is approximately 16 miles northwest of downtown Pittsburgh located along Pennsylvania Route 60 (future I-376). The main base area is comprised of approximately 115 acres (12 acres government owned and 103 acres leased from Allegheny County) in the eastern portion of the Pittsburgh International Airport. The lease presents no known impediment to utility privatization. The Pittsburgh ARS electric distribution system consists of all appurtenances physically connected to the distribution system from the point in which the distribution system enters the Installation and Government ownership currently starts to the point of demarcation, defined by the Right of Access. The system may include, but is not limited to, transformers, circuits, protective devices, utility poles, duct banks, switches, street lighting fixtures, and other ancillary fixed equipment. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Contractor with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Contractor shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the following description and inventory. Specifically excluded from the electric distribution system privatization are: • Airfield Lighting (Apron lighting is included in the privatization) • Emergency Generators • Parking Lot and Security Lighting • Duquesne Light Company utility poles that carry the primary electrical feeders to the Base that are located on the AF property but remain owned and maintained by the Duquesne Light Company • Clinton Outdoor Training Site • Morgantown Municipal Airport Air Force Reserve Site Base electrical power is supplied to the Pittsburgh ARS substation by Duquesne Light Company (DLC) at 22.9 kilovolt (kV) to a common local bus. Pittsburgh ARS accepts power on the load side of the common local bus. The Pittsburgh ARS transformer primary is tied to the common local bus through fused cutouts. The Pittsburgh ARS primary, 4160V aerial feeders and pole-mounted transformers have been gradually being relocated underground (U/G) with new switching cubicles and pad mounted transformers. Approximately two thirds (2/3) of the base primary power has been relocated underground. The new U/G system requirement is dual rated to allow a change in the secondary distribution voltage to 12.4 kV. See paragraph J1.3 Specific Service Requirements regarding the need to discuss future overhead replacement prior to project initiation. The underground duct banks are buried 30" below grade in concrete encased PVC conduits (no spare conduits). Approximately 30% of the duct banks in the main base are installed under the pavement while approximately 70% of the duct banks within the airfield and POL areas are installed under the concrete.
