Description
This is the Solicitation and all accompanying attachments for FA3002-10-R-0040 Pittsburgh Water System. This is a Combined Synopsis/Solicitation for the Utility Privatization of the Water Distribution System at Pittsburgh Air Reserve Station. This synopsis' pre-solicitation notice was FA3002-09-R-0022. The Pittsburgh Air Reserve Station (ARS) is home to the 911th Airlift Wing (AW), Air Mobility Command. The installation is located in the western portion of Allegheny County, Coraopolis, Pennsylvania, within Pittsburgh International Airport (PIT). The Base is approximately 16 miles northwest of downtown Pittsburgh located along Pennsylvania Route 60 (future I-376). The main base area is comprised of approximately 115 acres (12 acres government owned and 103 acres leased from Allegheny County) in the eastern portion of the Pittsburgh International Airport. The Pittsburgh ARS water distribution system consists of all appurtenances physically connected to the distribution system from the point in which the distribution system enters the Installation and Government ownership currently starts to the point of demarcation, defined by the Right of Access. The system may include, but is not limited to, pipelines, valves, fire hydrants, and meters. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Contractor with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Contractor shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the following description and inventory. Specifically excluded from the water distribution system privatization are: • Irrigation Systems • Non-potable Fire Systems, including fire system water pumps • MTMA owned facilities located on Pittsburgh ARS • Clinton Outdoor Training Site • Morgantown Municipal Airport Air Force Reserve Site Potable water is supplied to Pittsburgh ARS at two connection points from Moon Township Municipal Authority (MTMA). A 12-inch main enters the Base south of the main gate on Business Route 60 and splits into two 12-inch mains which feed the elevated water storage tank and the Base's back-up metering pit. Multiple access points allow better service and system isolation. The water utility system was constructed in the early 1950s and has been mostly upgraded to polyvinylchloride (PVC) and ductile iron pipe; however, it still contains a small percentage of cast iron pipes. Tracer wire was not used for some of the early upgrades (pre-1995) of cast iron to plastic pipe. Adding tracer wire to the system will be addressed over time as plastic pipe is repaired and replaced. The system also does not have cathodic protection installed. Waterlines range in size from small distribution lateral lines up to 12-inch water mains. Depth of cover over the water collection pipes generally varies from 3 to 8 feet in Pittsburgh, with an average depth of 6 feet deep. There are no domestic water supply pumping stations located at the facility. Two (2) 560 horsepower driven, fire system water pumps are located within a pumping building and are not included in the water distribution system privatization. Water distribution lines located at Pittsburgh ARS and owned by MTMA are also not included in the water distribution system privatization. A MTMA owned and operated 1.5 million gallon elevated water storage tank is located on the northwest side of the Pittsburgh ARS. The Base's primary water supply comes from the MTMA storage tank, is metered and then delivered into the distribution system through the Base's 8-inch main with an average pressure of 90 psig. The MTMA owns all lines and equipment up to the downstream side of the backflow preventers leaving the water tower and entering the Base. In the event that the storage tank cannot provide water to the base, water is supplied through the Base's back-up water metering pit located on Defense Avenue. This water main is owned and operated by MTMA up to and including the master meter inside this pit. The pair of backflow preventers is downstream of the meter and is included in the privatization contract. Approximately 45 percent of the system is under asphalt on the Main Base, and approximately 70 percent of the system is under concrete in the Airfield and POL area.
