Description
The Federal Energy Regulatory Commission (FERC) intends to negotiate a sole source acquisition with Energy Security Analysis, Inc., in accordance with FAR 6.302-1, for near-term and mid-term analysis of the power markets that is focused by regions; this analysis will be used to shape market expectations and situational awareness. THIS IS NOT A REQUEST FOR QUOTATION. Energy Security Analysis, Inc. is the only source that can provide the following: • Focus on near-term and mid-term factors that specifically affect the organized power markets • Provides intra-week, weekly, and monthly insights on specific factors such as congestion, plant outages, capacity market operations, which fuels are likely to set marginal costs in various zones, as well as the effect of plant and transmission line additions on the locational marginal prices FERC reviews. • Provides detailed monthly and quarterly transmission and capacity analysis for the three Northeast RTO markets, ISO-NE, NYISO and PJM. No solicitation document is available. The FERC will consider all affirmative responses received no later than 5 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the Government to switch providers for this requirement, software cost, and training for employees, contingencies, and professional environment. A request for information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to Energy Security Analysis, Inc. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
