- SOLICITATION NOTICERFP VA-69D-10-RP-0027 REFERENCE LABORATORY AND COURIER SERVICES The GLAC (Great Lakes Acquisition Center) is soliciting proposals for Reference Laboratory and Courier Services for the Department of Veterans Affairs, Great Lakes Health Care System, VISN 12, for a base year period with four one year option periods to renew at the discretion of the government. Offers shall be evaluated for fair and reasonable pricing, technical capability to perform services, past performance record, subcontracting plan, and VA Mentor Protg Program. The Government anticipates award of a commercial item, firm-fixed priced contract to the responsible offeror whose offer provides the best value to the Government. This procurement is unrestricted. The size standard for North American Industry Classification System (NAICS) code 621511 is $13.5M. All qualified offerors/firms who believe they can satisfy the solicitation requirements are invited and encouraged to provide their proposal. Offerors are reminded to complete all sections of the solicitation, including the Offeror Representations and Certifications-Commercial Items.
