Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under an existing Basic Ordering Agreement (N00019-05-G-0008) to Raytheon to perform a trade study to determine requirements needed to develop a scaled-back or modified capability version of the Inc 1A ship system for interim support of Navy carrier air wing aircraft and pilot certification ashore various Naval Air Stations. Additionally, the study will assess requirements of the DDG 1000 1A ship system for any peculiar impacts, e.g. waveform, bandwidth. NAVAIR’s intent of this trade study is to identify a single technical solution to both requirements and, determine requirements needed to allow transmission of the Inc 1A two-way data link within CONUS in conjunction with the Inc 1A ship systems ashore identified above that would not interfere with civil aviation FCC requirements. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Raytheon is the sole responsibly source, and no other type of supplies or services will satisfy the requirement.
