********************************************************************************************************************************************************************************* INDUSTRY DAY IS POSTPONED INDEFINITELY EFFECT 3 Mar 10. ********************************************************************************************************************************* INDUSTRY DAY ANNOUNCEMENT The U.S. Air Force Space and Missile Systems Center (SMC) Space Superiority Systems Wing (SYSW) is requesting Industry Day participation relating to the Maintenance Data Management (MDM) Sustainment Contract. The Industry Day will be held at the unclassified level on 12 Mar 2010, 10:30 AM, at the Aerospace Corporation, Building A-9 auditorium, 2350 E. El Segundo blvd., El Segundo, CA 90245. Parking for this event will be in the Scitor Parking gargage which is located across Douglas Avenue in El Segundo, CA. Following the Industry Day presentation and general Q&A session, the government program team will hold one-on-one sessions with interested prime contractor teams. Each one-on-one session will be 45 minutes unless there is a need to shorten the sessions to 30 minutes due to the number of interested contractors. Each prime contractor will be authorized 4-6 personnel. This contract is expected to be a one-year base contract with four one-year options. This contract is expected to begin in December 2010. SYSW desires to contract for the data management and sustainment of an existing, TO-00-20-2 compliant, web-based Top Secret/Special Compartmented Information (TS/SCI) Mantenance Data Collection (MDC) system that is accredited to receive and manage maintenance data collected from operational SYSW systems through the Air Force Secure Global Network (SGN) platform. Specifically, the contractor, and their offered solution, must perform the following technical requirements; provide data/reports and populate forms regarding equipment management and tracking; equipment status reporting; configuration status; stock control reporting;preventative maintenance inspection tracking; unique identifier (UID) tracking; user access administration and help desk support. Contractors must, at time of contract award, have an established Air Force SGN node located within a DCID 6/9 accredited facility and be capable of operating their SGN accredited solution on the AF SGN platform. Personnel assigned to work on the contract must hold a - TS/SSBI, current within 5 years, with DCID 6/4 eligibility and briefed SCI. if working other contracts within the facility, a CONOPS must be provided to the SYSW/AS security office identifying how they will process/store and segregate the MDM data. The contractor may either propose to sustain LIONS (the LIONS User Guide and a software requirements document will be provided as Government furnished Information (GFI) in the solicitation package) or propose their own DCID 6/3 accredited MDC solution that : 1)meets the security requirements required to support SYSW SAP/SAR systems, 2) meets the technical capabilities as stated above, 3) meets the schedule requirements of the Goverhnment to ensure support is available to the operational user, and 4) fits within the Government's established funding profile. Place of performance will be at the contractor's facility. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
