Description
The Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source contract to Syracuse Research Corporation Technical (SRC-Tec), 5801 East Taft Road, North Syracuse, NY 13212,for life cycle management support for the AN/TPQ-48(V)2 and AN/TPQ-48(V)2 upgraded Radar Systems. The justification permitting other than full and open competition is 10 U.S.C 2304(C)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The AN/TPQ-48(V)2 Radar system is a lightweight, transportable, short-range, solid state, 360 degree S-Band radar. The radar is integrated within the Family of Target Acquisition Systems (FTAS). The radar may be configured for stand alone operation in support of ground combat to provide counter fire data, cues, and situational awareness ground counter-fire weapons via tactical wireless radio to the Advanced Field Artillery Tactical Data System (AFATDS). It is one of two tactical ground radar systems capable of detecting, tracking, and providing cueing information and target data on short to medium range indirect fire weapons. This system has proven to be invaluable in its contribution to the ground fight in both the Marine Air Ground Task Force (MAGTF) and joint theater battlefield. Current support for the AN/TPQ-48(V)2 is contracted with SRC-Tec through US Army contract vehicles. As the US Army and United States Marine Corps (USMC) combat operations and deployment tempo and missions change, it has been increasingly difficult to maintain a joint support strategy. Additionally, the US Army has declared that support focus will begin to shift to the Lightweight Counter Mortar Radar (LCMR) (V)3. This hardware is beyond the USMC requirements and is not planned for procurement and support at this time. MCSC anticipates the award of a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for a base and four option years. Support will include the following: 1) Engineering studies to support system improvements, eliminate obsolescence, and capitalize on technology insertion; 2) Development of Engineering Change Proposals (ECPs) in concert with the previous studies for implementation in the system baseline; 3) Contractor Logistics Support (CLS) in the form of a Vendor Level Maintenance Program (VLM); 4) CLS in the form of Field Service Representatives (FSRs) for the AN/TPQ-48(V)2 at the fielded sites; 5) Procurement and incorporation of ECPs in the AN/TPQ-48(V)2 baseline; 6) CLS in the form of provisioning data products subsequent to ECP procurement, including parts lists, identification data, engineering drawings, change pages to drawings, change pages to Technical Manuals (TMs) and updates to Interactive Electronic TMs (IETMs); and 7) A Program Management (PM) structure to encompass single interface for the management of all program elements. SRC-Tec is considered the only source capable of meeting these requirements. No Request for Proposal (RFP) is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying requirements by email. Information received will be used only to consider whether to conduct a competitive procurement, and must be received in this office within 30 days of this notice. A determination by the Government not to compete this effort, based on responses received, is solely within the discretion of the Government. See Note 22.
