- The Federal Aviation Administration is currently seeking responsible contractors for the Replacement of the HVAC System at the Air Route Surveillance Radar (ARSR) at Mt. Kaala, located in Honolulu, Hawaii. A ONE-TIME site visit will be offered on March 16th, 2010. Those contractors wishing to attend the site visit must submit an email to: Angela.Mihalek@faa.gov by close of business (4pm PST) on March 11th, 2010. Include in the email the name of the individual and the company they are representing and a point of contact phone number. The following are requirements/information for the site visit: 1.Contractor's MUST have a four wheel drive vehicle to attend the site visit. The ARSR site is located in the mountains so a four wheel vehicle is required. The FAA will not provide any vehicles or carpools for contractors. Please be advised that it will take at least 2 hours to arrive at the ARSR site upon departing the FAA-PMT Office in Honolulu. 2.Contractor's will meet at the FAA-PMT Office, 100 Pohakulana Place, Honolulu, HI 96819, by 6:30 am on March 16th, 2010. 3. The Point of Contact for the site visit will be Mel Masuda, 800-479-7212; or Renee M. Chock, 808-479-3499. The Request for Offers (RFO) package and applicable drawings and specifications are attached. For complete proposal submission information, please see Section L of the RFO. Offers are due by close of business (4pm PST) on April 1st, 2010. Magnitude of construction: $250,000 - $500,000 Tiered Evaluation: A tiered evaluation of offers will be used in this source selection. The FAA will evaluate a single tier of offers according to the order of precedence specified in this SIR. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible, small business concerns were received. At least two qualified offers in a given tier are required in order to consider an award. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. All responsible, competitive offers in a single tier will be considered equally for award. The tiered order of precedence for considering offers is (from first to last): a) Socially and economically disadvantaged businesses (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program. b) Service-disabled veteran owned small business (SDVOSB) and responsible, competitive offers from the previous tier. c) Small businesses and responsible, competitive offers from previous tiers. d) Other-than small businesses and responsible, competitive offers from previous tiers.
