- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for the Navy's requirement under RFP N40084-10-R-0003, FY09 MCON P-200 for A Joint Support Facility at Sembawang, Singapore. The work on this project includes construction of a new data center facility and all related work such as site demolition work, site and site utility work, coordination of all construction activities, and all incidental related work. The work includes construction of a two-story reinforced concrete framed structure with a small basement level consisting of reinforced concrete foundations, walls, floor and roof concrete unit masonry walls, waterproofing, flashing and sheet metal work, doors, louvers, architectural finishes, rigid grid access flooring, moveable partitions, building specialties, hydraulic elevator, fire protection systems including under floor fire suppression systems, plumbing, air conditions and ventilation emergency generator systems, uninterrupted power supply systems, access control system, electrical work and incidental related work. Supporting facilities include grading, asphalt concrete pavements, connecting sewer and water systems, fencing and gates, electrical and communication duct lines, limited security lighting and site improvements. Estimated cost is more than $10,000,000.00. The North American Industry Classification system (NAICS) code is 236220, Commercial Institutional Building Construction. Performance period is estimated 365 days after notice to proceed. The project will be solicited using the source selection procedures in accordance with Federal Acquisition Regulations (FAE) Part 15.101 and 15.3. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the government. The contract resulting from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the US Government considering price and technical evaluation factors. Anticipate a one-time pre-proposal conference and site visit which will be restricted to registered planholder firms only. More details will be forthcoming. The due date for the proposal is approximately 45 calendar days after the issuance of the solicitation. All interested offerors shall register at the website.
