Description
The United States CECOM Contracting Center Army Contracting Command intends to competitively award two Cost plus Fixed Fee contracts for the development of a software architecture prototype of a machine foreign language translation system (MFLTS). The MFLTS prototype system will implement an open software architecture that will be used for the development of MFLTS software and the integration of MFLTS software on host platforms. It will include prototype MFLTS software that implements the developed software architecture on both commercial off the shelf (COTS) or government off the shelf (GOTS) hardware and software platforms. Both the software architecture and prototype web-enabled MFLTS will be developed by the contractor(s). This contract will be awarded through full and open competition IAW Federal Acquisition Regulation (FAR) Subpart 6.1. The Period of performance will include a twelve (12) month Base Period, one three (3) month Option Period and one twelve (12) month Option Period. The contractor will provide all resources necessary, including but not limited to, all labor, parts and material for the inspection and testing of this new software. The contractor(s) will deliver software architecture and provide a software demonstration on hardware provided by the contractor(s). Award will be based on the best overall (i.e. best value) proposals determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors: Technical Performance; Cost; Performance Risk; and Small Business Participation Plan. This synopsis is provided for informational purposes only and is not to be considered a request for proposal; however, all responsible sources that meet the above requirements may submit a proposal, which shall be considered by the agency. Solicitation Number W15P7T-10-R-S002 has been assigned for this requirement. The US CECOM Contracting Center Army Contracting Command has established the Interactive Business Opportunities Page (IBOP) website as part of the Armys Single Face to Industry, to allow electronic transmittal of Request for Proposal (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM LCMC to Industry. All parties interested in doing business with the CECOM Contracting Center are invited to access, operate, send, and receive information from the IBOP at https://abop.monmouth.army.mil.
