- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://ww.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-2028. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWC Division Newport intends to purchase the following items on a sole source basis from Innovmetric Logiciels, Inc., Quebec, Canada: 1 node locked license P/N PWMIN, PolyWorks/Modeler & Inspector + NURBS V11 for Windows XP/Vista/2000 32-bit and 64-bit including a dongle and the first year support/maintenance contract. Includes the following modules: IMAlign Version 11, IMMerge Version 11, IMEdit V 11, NURBS Surfacing Module V 11, IMCompress V 11, IMInspect V 11, IGES & STEP Modules V 11, 5 day training for two trainees at Innnovmetric's location. Required delivery is 14 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. The basis for the sole source is that PolyWorks software has a provid interface with the 3D CAD application currently in use; it is the primary integrated software package in use by subcontractors providing laser scanning and CMM equipment with NUWC, allowing the maximum ability to share robust date with these firms without the risk of faulty software conversions by having one standard softwwre for conversion of laser scanning data. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
