- THIS NOTICE IS FOR AWARD OF THE FOLLOWING: The U.S. Army Carlisle Barracks has a requirement to convert existing street lights from high pressure sodium to induction type lighting. The work consists of furnishing all design, supervision, material; labor, equipment, freight and delivery as well as valid licenses, permits, testing and certification and all necessary items to complete project. The current street light system at Carlisle Barracks consist of approximately 200 Hadco brand street light utilizing high pressure sodium bulbs: the purpose of the project is to retrofit approximately 50 newer type existing Hadco fixtures with induction type retrofit and where a retrofit kit is not economically feasible due to the age, replace the entire Hadco fixture head with a new Hadco (or approved equal) fixture head with induction type lighting. It is expected that contractors will attend the site visit and thoroughly familiarize themselves with the project. Bid bond, payment and performance bonds will be required. Magnitude of project is estimated between $250,000 and $500,000. NAICS Code for this requirement is 238210 and the Size Standard is $14 Million. This requirement will be unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The estimated release date of the solicitation will be on or about 16 December 2009; this is only an estimate and subject to change. Award shall be based on the Lowest-Price Technically Acceptable (LPTA) basis to include past performance. Prospective vendors must be actively registered with the Central Contractor Registration (CCR) System. Further information on registering with CCR may be obtained at website http://www.ccr.gov.
