Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, NJ 07806-5000, intends to award a contract modification under contract W15QKN-08-C-0062 to Canadian Commercial Corporation on behalf of General Dynamics Ordinance and Tactical System Valleyfield, the only manufacturer currently qualified to produce the M31A2 Triple Base propellant, to support manufacture of M232A1 propelling charges, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii)(B). The anticipated modification would cover additional quantities up to 6,130,000 pounds of M31A2 propellant. This effort would be in support of MACS (Modular Artillery Charge System) program. The 155mm M231/M232 series propelling charges, know as MACS, consist of two (2) different propelling charges designed and developed at Picatinny Arsenal, that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232 series charges are used at progressively higher zones as required. The MACS and their components are on the Militarily Critical Technologies List (MCTL), Aug. 1996. Therefore, the MACS TDP is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751, ET SEQ) and is subject to DoD Directives 5230.24 and 5230.25. Point of contact for this requirement is Michael Samra, Contract Specialist, CCJM-CA Bldg. 9, Picatinny Arsenal, NJ 07806-5000. Email: michael.samra@us.army.mil.
