Request for Proposal (RFP) Number BEXXMBDA1006514 PART I - THE SCHEDULE SECTION A - SOLICITATION FORM Date Issued: March 1, 2010 QUESTIONS are due by: March 5, 2010 Date Due: March 12, 2010 Ladies and Gentlemen: THIS IS A TOTAL SET-ASIDE FOR SMALL BUSINESS You are invited to submit a proposal to the Minority Business Development Agency (MBDA) for RFP No. BEXXMBDA1006514, entitled, "Minority Business Contributions to US Economic Expansion Through Global Commerce," if your company qualifies under the following set-aside requirements. Proposals from others will be considered non-responsive. Your proposal must be developed and submitted in accordance with the requirements and instructions of this RFP. The definition used to determine whether your firm is a small business for this procurement is that: (1) it must be independently owned and operated; (2) it must not be dominant in the field of operation in which this procurement is classified; and (3) your firm, including any affiliates, must not have averaged annual sales receipts for the preceding three fiscal years in excess of $21,000,000. The North American Industrial Classification System (NAICS) code for this procurement is 541710. MBDA plans to award a performance based, fixed fee type contract. The period of performance will be from date of award to completion of project, not to exceed one (1) year. It is anticipated that any contract awarded as a result of this RFP will be fully funded. You are expected to respond with technical and business proposals for the entire period of performance for the proposed contract. Your offer shall be valid for 90 calendar days. Any questions regarding this solicitation must be in writing. Written questions must be received by the External Acquisition Branch (address on page 2) no later than 12:00pm on Friday, March 5, 2010. To assist offerors in the preparation of proposals, it is estimated that this procurement will require 1 FTE for direct labor hours of effort for the total performance period. This estimate includes the offeror's direct labor only, consisting of both professional and support staff. The estimate is provided for offerors information only and should not be considered restrictive for proposal purposes. Your technical proposal must be concisely written and should be limited to 30 typewritten pages, exclusive of personnel qualifications, budget and person-power exhibits. This limitation is for administrative purposes only and exceeding the limitation shall not, of itself, be considered a basis for rejection of your proposal. Your proposal must provide the full name of your company, the address including county, TIN number, DUNS number, and if different, the address to which payment should be mailed. In addition, you are required to self-certify at the time your proposal is submitted that your firm is a small business concern. The representations, certifications, and acknowledgement section of this solicitation package should be used for this purpose. This acquisition is a new requirement. There is no incumbent. The scheduled effective date of this contract will be March 30, 2010. Your proposal shall be signed by an official authorized to bind your organization and must be received in our Contracts Office no later than 12:00pm noon local prevailing time on Friday, March 12, 2010. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed procurement.
