Description
This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submit only written quotes for RFQ DE-RQ75-10SW10367. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This acquisition is a Small Business Set-Aside. The associated NAICS code is 611911 with a small business size standard of $5 million. This RFQ contains one (1) line item. The line item descriptions is as follows: CLIN 0001 Hot Stick Live Line Training Course for Southwestern Power Administration employees. Vendor will provide 80 hours of classroom instruction and actual hands on training in live-line (hot stick) replacement of insulators, poles, and cross arms on H-Frame 161 kV and 69 kV transmission line wood pole suspension structures to Southwestern Power Administration (Southwestern) transmission line crews. Forty hours will be provided to the transmission line crews in Gore, OK and forty hours to the transmission line crews in Jonesboro, AR. Approximately eight hours will consist of classroom instruction and 32 hours of hands-on training at each location. Work Requirements: The hands-on training will be done on de-energized circuits, with a clearance on the circuit and personal protective grounds installed. Rain will not be considered a reason to suspend the hands-on training; however, lightening storms in the area will cause a cessation of the training until the storm has passed. Deliverables: Certification of employees completing the training. Schedule: Training shall begin on June 21st and end on July 2nd, 2010. Starting times and ending time will be determined by the Craft Superintendents at the Maintenance locations. Travel: Payment of travel and lodging will be based on government rates. Qualifications of Trainer: 1. At least 10 years of experience as a journeyman lineman in the construction and live-line maintenance of high voltage transmission lines. 2. At least 5 years of experiencing supervising line crew in the construction and live-line maintenance of high voltage transmission lines. 3. At least 10 years of experience of instruction of apprentices and journeyman lineman in electrical theory, OSHA rules and regulations, best work practices for line work, classroom instruction, and hands-on instruction. References: Vendor may be asked to provide a list of references names and contact information. Southwestern Will Provide: 1. The necessary classroom facilities, structures and work equipment/tools necessary for the hands-on training. 2. The vendor with engineering drawings of the structures to work on during the hands-on training. The drawings will show the dimensions of the structures and the weights of the cross arms and conductors being supported by the structure. 3. Or the vendor may substitute drawings showing the span distance but not exact weight of the conductor being supported in the span. The weight in the span can be estimated by multiplying the span distance by the weight per foot. 4. Contact names and phone number at Gore, OK and Jonesboro, OK. All quotes must be FOB Destination to include delivery of CLIN 0001.
