- RECOVERY – Audit of the Department of State Worldwide Computer Security System Enhancements Funded by the Recovery Act THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub.L. 111-5. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY, IAW FAR 5.704, PUBLICIZING - PREAWARD. THE GOVERNMENT POSTS THIS NOTICE OF INTENT TO ISSUE AN INDEFINITE DELIVERY/INDEFINITE QUANTITY, LABOR HOUR TASK ORDER UNDER THE EXISTING DEPARTMENT OF STATE PROFESSIONAL AUDIT AND ACCOUNTING SERVICES CONTRACT: LEONARD G. BIRNBAUM. THE PROJECT DESCRIPTION IS AS FOLLOWS: The overall objective is to evaluate Department plans, risk assessment of information assets, and justifications to fund Department worldwide computer security system enhancements. The Department security systems include compliance with Federal Information Processing Standard 2012 and, as appropriate and Committee for National Security Systems Policy 253 compliant smart cards for access to Department critical systems. The Recovery Act funded project objective is the ability to identify who accessed information on Department computers worldwide. This security upgrade effort will also ensure data is protected with strong authentication and access controls. The project is designed to provide all Department employees and contractors with a Smart Card ID Badge for access to Department computer systems. A significant part of this program effort will provide the next generation of secure phones to Ambassadors and other senior Department officials to ensure that they can coordinate critical efforts with the President, Department of Defense and friendly governments (e.g., coordinate the evacuation of U.S. citizens in a time of crisis). The period of performance for this project is for six months starting from the date of award of this task order.
