Description
The Bureau of Reclamation Pacific Northwest Region (Reclamation) has a requirement for the replacement of fluorescent light fixtures with Light Emitting Diode (LED) fixtures at Reclamation's Snake River Area Office in Boise, Idaho. The North American Industry Classification System (NAICS) code associated with this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors. The small business size standard applicable to this project is $14.0 million in gross annual receipts averaged over the previous three one-year accounting periods. The order of magnitude for this procurement is between $25,000.00 and $100,000.00. This procurement is unrestricted under the Small Business Competitiveness Demonstration Program (FAR Sub-part 19.10) and will be conducted using FAR Part 13 procedures. Proposals will be accepted from all responsible and responsive business concerns. Prospective contractors shall be registered in Central Contractor Registration (CCR) prior to the award of any contract. Information regarding CCR is available on the internet at www.ccr.gov. This requirement qualifies as a demonstration project under Idaho Power's Custom Efficiency Program. As such, Reclamation and Idaho Power entered into an agreement whereby Reclamation and Idaho Power will split the cost of the project (approximately 50 percent each). The successful contractor under this procurement must agree to a Third Party Payment arrangement for Idaho Power's portion of the project cost. The contractor shall submit a separate invoice upon project completion to Idaho Power. Payment of Reclamation's portion of the project cost is subject to the Prompt Payment Act (31 USC 3905).
