- Solicitation plus attachments Recovery-Upper Grande Ronde Planting Project, Union County, OR, THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT The US Forest Service, EROC NW servicing Region 6 has a requirement for planting according to the contract specifications. **THIS IS A COMBINED SOLICITATION/SYNOPSIS --QUOTATIONS ARE BEING REQUESTED** --Additional work details are outlined in the attached solicitation. The Government intends to award a fixed price contract resulting from this solicitation to the responsible Contractor whose quote confirming to the solicitation will be most advantageous to the Government, price, past performance and technical capability are considered The following factors shall be used to evaluate quotes, Past Performance, Technical Capability and Price. The non price factors are approximately equal in importance to price. This acquisition is a 100% Small Business set-aside. The NAICS cost is 115310. The size standard is $7.0M. Contractors are required to be registered with the Central Contractor Regist4ration (CCR) and the Online Representations and Certifications Applications (ORCA). The solicitation with specifications will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments, offerors must download them from www.fbo.gov
