Description
The U.S. Department of Health and Human Service (DHHS), The Office on Women’s Health (OWH) through the Program Support Center (PSC), plan to award a sole source simplified, fixed price acquisition to National Association of People with AIDS, 8401 Colesville, Road, Suite 750, Silver Spring, Maryland 20910. The purpose of this contract is to conduct the intervention program, COMMON THREADS, by the National Association of People with AIDS (NAPWA) that utilizes the personal stories of African American woman living with HIV/AIDS. The events shall begin two (2) months following the award. These include designing and implementing training and education programs to target groups; identifying information gaps and designing and developing educational materials to better to respond to public, health care professional and researcher needs on women’s health issues; and disseminating educational products developed on women’s health concerns. The contractor will organize a project for 4 (up to 6) sets of 8 to 12 Women Living with HIV that proposes to achieve the following goals by utilizing the personal stories of African American women living with HIV/AIDS to: Increase awareness about HIV/AIDS and its impact on their lives and the target African American population and community; Decrease the degree of HIV related stigma (fear, rejection, and discrimination) in the targeted community as a result of increase disclosure of HIV serostatus; Increase awareness and utilization of local area HIV testing services and other HIV prevention interventions; Increase participation of persons living with HIV on HIV community planning or advisory bodies; Enhance the overall quality of life for HIV positive women participating in the program. 1. The contractor shall conduct 6-10 in-service informational sessions at select AIDS service organizations. 2. The contractor shall provide a timeline for span of sessions and curriculum for the sessions. 3. The contractor shall conduct 4 to 6 interventions consisting of 2 six hour sessions for 8 to 12 participants on effective story telling over a period of 6 to 8 months. 4. The contractor shall have participants deliver on presentation using the learned techniques. 5. The contractor shall have program participants attend 1 HIV community planning meetings. 6. The contractor shall provide the OWH Project Officer the logistics and work plan of this project prior to its implementation. The proposed simplified acquisition action is for supplies and services for which the government intends to solicit and Negotiate with only one source under authority of far 6.302. Interested persons may identify their interest and capability to respond to the requirement within 10 days after the date of publication of the notice. No solicitation is available. A determination by the government not to compete this proposed simplified acquisitions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
