Description
RECOVERY—THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS NOTICE IS NOT A NOTICE FOR SOLICITATION OF OFFERS. THE ACTION DESCRIBED HEREIN IS A MODIFICATION TO AN EXISTING CONTRACT, DOLJ04UA00006. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE CONTRACTOR IDENTIFIED BELOW. This opportunity was available only to the MINACT, Inc. under contract number DOLJ04UA00006. The Office of the Assistant Secretary for Administration and Management on behalf of the Office of Job Corps has awarded a modification in the amount of $223,456 to the Finch-Henry Job Corps Center, operated by MINACT, Inc. These funds are provided under the American Recovery and Reinvestment Act (ARRA). It would have been impracticable to use a fixed price contract to secure services of the kind or quality required for this modification, since the modification was to an existing Cost Plus Incentive Fee contract (Cost Reimbursement Contract). FAR Part 6.302-1 provides that a sole source award is authorized when the required supplies or services are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. Center operators are awarded contracts to operate Job Corps Centers through a competitive solicitation process. Center operators are in the unique position, as the only responsible source, to coordinate the necessary changes required by this sole source awarded modification. As the only responsible source, they are expected and contractually required to provide relevant and rigorous training curricula, training equipment and to maintain the facilities. The funding is intended to address the following Green Equipment Initiative Projects: Plumbing in dormitories/recreation area - replace with low flow fixtures; Install motion detector lighting; Replace washers/dryers with energy efficient models; Replace stove in Cafeteria and Culinary Arts classroom with energy efficient models; and new energy efficient dishwasher. The operator of the Finch-Henry Job Corps Center will make these funds available through procurement opportunities, following all applicable FAR procurement regulations. This modification has been awarded on March 1, 2010.
