Description
NASA/KSC has a requirement for a 10 Volt Programmable Josephson Voltage StandardSystem, capable of (1) generating a set of stable, quantum-accurate, programmablevoltages over the range from -10 Volt to +10 Volt (operating frequency range DC to 200Hz), and (2) automatically performing self-diagnostic tests to verify functionality ofall system components, characterize system performance, select and optimize biasparameters, and instruct users on how and when to change electrical connections.NASA/KSC intends to purchase the above system from the National Institute of Standardsand Technology (NIST).NIST is the only known source that has developed a prototype withcomplete system automation, and the ability to fully characterize all operating marginsof the device without operator participation and/or operator knowledge of the internalworkings. NIST has eliminated the need for a highly trained operator for periodic systemmaintenance and troubleshooting, which is typically found with complex instrumentation.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing (e-mail only) to the identified point of contact not later than 4:30p.m. local time on March 17, 2010. Capabilities/qualifications shall be limited to 5pages or less and no more than 4 megabytes. Interested organizations must include'NNK10331384L' in the subject line of the e-mail transmittal. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competitive basis,based upon responses to this notice, is solely within the discretion of the Government.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note 'B'.
