Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order modification under Basic Ordering Agreement N00019-05-0026 DO 1047 to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis for studies in support of the P-8A aircraft. This modification will provide for additional planning and analyses required to integrate acoustics, communication and sensor mission system upgrades into the baseline P-8A aircraft weapon system. Specifically, this modification incorporates planning and analysis efforts that will address the following Increment II Acoustic Processor Technology Refresh capabilities scheduled for P-8A integration, to include: Multistatic Active Coherent (MAC); Automatic Identification System (AIS); High Altitude ASW Weapon Capability (HAAWC); and, High Altitude ASW (HAASW) Sensors. The period of performance of this effort is from the date of award to January 2012. This contract action requires expertise in P-8A engineering, integration and testing. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Boeing is the sole designer, developer and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order modification based upon responses to this notice is solely within the discretion of the Government.
