THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. This is a sources sought notice to determine the availability of interested, capable and qualified businesses and agencies that can provide these services. The U.S. Department of Housing and Urban Development's (HUD) Office of Single Family Housing, Home Valuation Policy Division located in HUD Headquarters (HQ) is responsible for compliance and oversight of the FHA Roster of Appraisers and Appraiser Review Process, as performed by its four Homeownership Centers (HOCs) and various field offices. This function involves a review of appraisal reports for properties, which serve as collateral for Federal Housing Administration (FHA) insured financing. Exposure from Risk to the Insurance Fund has increased due to recent changes in the real estate market causing a shift to FHA loan products. Market changes coupled with volume increases in excess of 2 million loans annually present significant challenges to the FHA's present risk control measures and workflow processes. Therefore, FHA is seeking business intelligence services to help in managing collateral risk in an effective and efficient manner. The purpose of this contract is to obtain the services of a qualified Contractor to provide a commercially available software product and business solution to achieve, at a minimum, the capability to provide: · National Focus · Cascading retrospective AVM · Streamline workflow · Process and evaluate data · Report, track and trend loan files · Manage internal and external risk · Automate the flow of external data into an internal paperless process · Ability to change and adapt quickly based on legislative or policy and procedural changes FHA is looking for a technological business solution that will provide real time compliance and oversight monitoring of the appraiser review process. The solution will need to interface with existing HUD systems and the Contractor should anticipate the time and cost to create this interface. Therefore, FHA is seeking business intelligence services to help in managing collateral risk in an effective and efficient manner. Targeting and Segmentation FHA seeks to identify high-risk appraisal reports coming in from lenders that may require further analysis. Recognizing not all appraisal reports will require additional analysis; the Contractor's business solution must provide the scalability necessary to allow for targeting identified risk while allowing identified lower risk appraisals to flow through without cost or further analysis. The objective of this contract is to acquire a business solution that is easy to ACCESS, provides ready CUSTOMIZATION and EASE OF USE (ACE). Such a solution will meet the following minimum objectives: Access · Access via web portal by roster appraisers, lenders, FHA staff or others · Access to stored data files, reports, user lists, etc. · Access to contractor support staff, help line and online training materials · Access to roster lists of appraisers, contractors, lenders and others · Provide National coverage Customization · Customizable business rules that can be easily changed to adapt to legislative changes, policy or guidance changes, market conditions and changing risk controls · Customizable workflows Ease Of Use · Paperless and automated workflow process · Capacity to automatically review 100% of pre-endorsement appraisals · Ability to receive appraisals from lenders in a variety of data formats including paper, fax, or electronic media · Instant data retrieval from desktop pc · Automated "bump logic" ordering of defined analytics · Loan-level review The Contractor's proposed business solution will be rated based on how well it addresses the purpose and objectives of the FHA. Please note that the performance of this effort will require contractor employees to have access to a HUD system or sensitive information. All such employees who do not already possess a current PIV Card acceptable to HUD shall be required to provide personal background information, undergo a background investigation (NACI or other OPM-required or approved investigation), including an FBI National Criminal History Fingerprint Check, and obtain a PIV Card prior to being permitted access to any such system in performance of this contract. HUD may accept a PIV Card issued by another Federal Government agency but shall not be required to do so. No contractor employee will be permitted access to any HUD system without a PIV Card. Because of unprecedented market changes, FHA's role in the housing industry has never been more vital to the nation. It is therefore, critical that any business intelligence service has a proven track record of continued success within the mortgage industry with the demonstrated capability to receive large amounts of data from various sources and in various formats, convert the data into a standardized useable format and then manage, process and evaluate the data automatically and on a loan-level basis. The following factors will be used to rate the capabilities of the business solution: Technical · Cascading retrospective AVM products · Solution scalable to FHA loan volume and budget · Automated and paperless process (critical element) · Data conversion capability Performance & Functionality · Off-the-shelf web-based product · Workflow management · Automated business rules 5+ years operational experience and national coverage in mortgage industry with the business solution (critical element) Interested Contractors responding to this Industry Sources Sought (HUD-2010-OCPO) will be required to indicate their ability to fulfill all the requirements that are stipulated below: •1. Demonstrate a verifiable track record of providing at least five (5) years of operational, enterprise-level business intelligence service(s) to mortgage industry companies at a national level. (Verified by receipts, invoices, client reference and contact information) •2. Describe the business intelligence service and its ability to provide an automated and paperless data and workflow process. •3. Explain how the business intelligence service is scalable to FHA to allow collateral risk (as defined by the FHA) management that targets high risk loans while at the same time separating out low risk loans at no cost to FHA. •4. Describe the business intelligence service's business rules, AVM products, workflow schema and its ability to be customized and automated. •5. Describe the pricing model of the business intelligence service and how is benefits FHA. •6. Explain the process of implementation including the time frame required for a fully tested and operational service and ability to modify processes as risks change. All interested parties who believe they can provide the above mentioned information are invited to submit in writing, within 14 calendar days of the publication of this sources sought notice, a package entitled "Statement of Qualifications/Capabilities" (which must include the contractor's responses regarding their ability to fulfill requirements 1-6 specifically stated above). The Statement of Capabilities (SOC) package must be transmitted under a cover letter. The cover letter must cite the following information at a minimum: 1. Response to HUD-2010-OPCO 2. Vendor Company Name, Address, Contact Person Information 3. Vendor DB Number 4. Business Size Standard/Classification The package must total no more than 12 letter size pages, 12 font, single spaced type plus the cover letter for a total of 13 pages.
