Description
The US Forest Service (USFS), Willamette National Forest, Detroit Ranger District, intends to issue a sole source contract to purchase a replacement floating restroom for Detroit Lake from Western Fabrication, 92334 Riekkola Rd, Astoria, OR, 97103-6654, the only vendor fabricating this State approved facility design. Detroit Lake is the highest boating use lake in the State. There is a need to have adequate sewage facilities at the reservoir to protect water quality that downstream municipalities depend on. The existing floating restroom has passed its useful life span, and has health and safety concerns. Currently, there are no other comparable floating restroom designs or fabricators that build this design that meet State and Federal standards for stability, safety, durability, barrier free accessibility, environmental precaution measures, and regulatory agency approval. The Oregon Marine Board's floating restroom design has been accepted by the Oregon Department of Environmental Quality for containment and collection of sewage on the water. The barge component of the floating restroom has been stamped and approved by an USCG Naval Architect and the superstructure (toilet/mechanical rooms) has been stamped by a Civil Engineer. There is no other floating restroom design that uses a water ballasted barge system that ensures stability, which is necessary for conditions at Detroit Lake. This provides a higher level of security and safety for the user. The U.S. Forest Service, Willamette National Forest, intends to issue a firm-fixed price contract for the supply stated. This action is taken pursuant to 41 U.S.C. 253(c) (1) as implemented by FAR 6-302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The solicitation number assigned to this effort is AG-04T0-S-10-0006 and it will be issued on or about fifteen (15) days after release of this notice. This notice of intent is not a request for competitive proposals, however, all responsible sources may submit a proposal which will be considered by the agency.
