Description
Provide all labor, supervision, equipment and material to provide charter of a research vessel for a three 3-day research cruises to the Dry Tortugas region (SE Gulf of Mexico) for the dates March 31, 2010 through April 2, 2010, April 29, 2010 through May 1, 2010 and June 26-28, 2010, with port days before the cruise. Charter vessel and operations will be in accord with NOAA Charter Vessel Policy and the Statement of Work. The charter will include accommodation and food for a party of 24 researchers, and diving support for researchers including a Nitrox gas compressor system and scuba tank cylinders and fills. Vessel shall have an overall length not less than ninety (90) feet, and minimum cruising speed of ten (10) knots with the loss of one engine. Vessel, crew, including USCG licensed captain (with working knowledge of English), experienced in undersea research operations and live-boating multiple groups of scuba divers, who shall be responsible for operation and maintenance of all equipment owned, leased, operated or otherwise under the control of the vendor. Second USCG licensed captain (with working knowledge of English), experienced in undersea research operations and live-boating of multiple groups of scuba divers, as well as deployment, pulling and retrieval of hydroacoustic sonar sensors over the side; for nighttime operations after normal daytime dive operations are concluded. Vessel to be fully founded as stated in the Statement of Work. Charter shall be in accordance with the Statement of Work. Period of performance of survey shall be March 20, 2010 through July 10, 2010. The proposed contract is 100% set aside for small business concerns. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is V224 and NAICS Code is 483114, small business size standard is 500 employees. No Defense Priorities and Allocations System (DPAS) rating assigned.
