Description
Draft Specification Battelle Pacific Northwest Division (Battelle), Management and Operating Contractor of the U.S. Department of Energy's Pacific Northwest National Laboratory (PNNL) is requesting information from prospective Offerors interested in constructing a 21 T horizontal superconducting magnet with a 110 mm minimum internal bore in accordance with the attached Draft Specification No. 128456, dated 3/2/10. The proposed magnet will be used in a state-of-the-art, next-generation 21 T Fourier transform ion cyclotron resonance mass spectrometer (FT-ICR MS) system which will be designed and constructed by Battelle for use in PNNL's Environmental and Molecular Sciences Laboratory (EMSL). INFORMATION REQUESTED: Information requested from potential Offerors is part of a market research effort to identify preliminary design recommendations for improving technical performance specifications, incorporating state-of-the-art operation for high-sensitivity and high-resolution experiments at EMSL, reducing overall cost, and meeting programmatic delivery and financial requirements. Please address each draft specification by number, providing the most detailed information available for each requirement. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Battelle does not intend to award a contract on the basis of this RFI, or to otherwise pay for information received in response to this RFI. Battelle will determine Request for Proposal specifications based on EMSL's final technical and financial requirements. Please provide your questions or need for further information as well as your expression of interest to the attention of the point of contact above. Battelle expects that financial or other considerations for not meeting the final specifications will be required in any contract resulting from the Request for Proposal. The following types of technical, cost, and delivery information are requested: 1. Offerors are requested to provide an indication of interest and all contact information for any resultant Request for Proposal. 2. A description of current experience, knowledge and capabilities directly applicable to the delivery of the state-of-the-art superconducting and scientific magnets. 3. A short discussion of each specification by number, identifying preliminary design recommendations, potential specification improvements, and any other information considered relevant to final design. 4. A description of the construction methodology, bore restriction, expected improvements, and cost of ferroshims, if available, required to meet the Draft Specification. 5. Description of any field stabilization coils which may be required to meet or exceed the drift rate specification. 6. Description of any other information or options which could achieve the highest performance and lowest overall cost to Battelle for the desired magnet design. 7. Suggested power requirements and ability to meet the requested 108/240 Volt power specification. 8. Description of cryo-cooling system and any improvements anticipated in design. 9. Estimated cost range for a magnet meeting the Draft Specification and/or suggested changes. 10. Information concerning current customer installation base for magnets similar to that specified. 11. Delivery plan to meet a delivery no later than 30 months ARO. 12. Estimated costs for meeting the requested 2-year onsite warranty, and estimated out-year onsite maintenance costs for years 3-5. 13. Brochures and other information providing descriptions of equipment, pricelists, etc. for similar equipment previously produced. 14. Any other information considered relevant.
