Description
SOURCES SOUGHT TO PROVIDE LIFE CYCLE SUPPORT AND TRAINING CAPABILITY ENHANCEMENTS FOR VIRTUAL ENVIRONMENT NAVIGATION, SEAMANSHIP, AND SHIPHANDLING TRAINERS BASED ON THE FUNCTIONAL BASELINE OF THE CONNING OFFICER VIRTUAL ENVIRONMENT (COVE) TRAINING SYSTEM. The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to provide Life Cycle Support and training capability enhancements for virtual environment Navigation, Seamanship, and Shiphandling (NSS) trainers based on the functional baseline of the Conning Officer Virtual Environment (COVE) Training System. The COVE Training System delivers virtual environment training in a variety of configurations, and provides high fidelity modeling and simulation of the components necessary for U.S. Navy NSS training at Surface Warfare Officer School, Newport RI and other Fleet Concentration Areas. The anticipated contract effort will require design, development, installation, testing, documentation, modification, and maintenance of hardware and software configurations to meet current and future training requirements. A draft Statement of Work containing a detailed description of the COVE functional baseline will be provided at a later date for industry comment. It is anticipated that the resultant contract will be a single award, Indefinite Delivery type contract with a 5-year period of performance and a contract ceiling not to exceed $50M. Responses should clearly describe the contractors’ capabilities to satisfy the following high-level requirements, and should describe current capabilities in the area of NSS training as well as internal processes and capabilities related to enhancing the capability of existing systems to satisfy future NSS training requirements. •Install, test, document and/or maintain a software and hardware configuration that supports NSS training. •Provide NSS trainer support (hardware, software, documentation) as required to retain training capability throughout the life cycle. •Design, develop, integrate, install, test, and document new or refurbished NSS trainers in response to emerging government requirements. •Design, develop, integrate, install, test, and document functional enhancements to NSS trainers in response to emerging government requirements. •Provide system operation, maintenance and training documentation required by government Data Item Descriptions. •Provide detailed software documentation required by government Data Item Descriptions. •Conduct an Information Assurance program in accordance with the Defense Information Assurance Certification and Accreditation Process (DIACAP) to include testing and obtaining Platform IT certification. •Conduct user training courses. •Conduct a system test and evaluation program to include the use of contractor developed test procedures. Firms that believe they can demonstrate the capabilities required based on the requirements described in this Sources Sought posting shall provide a written response to this announcement consisting of the following: 1) A submission of your firm’s detailed capabilities to meet the requirements listed above, 2) Your firm’s degree of familiarity with: a) engineering practices related to the design, development, system integration and maintenance of ship navigation training systems b) system maintenance and training documentation to include Instructional manuals c) experience with the development and modifications of visual software models and databases 3) Past and/or current performance on similar contracts (include contract number, dollar value, brief description of scope, and point of contact name, job title, phone number, and email address). Please limit past and/or current performance to the last 5 years; and 4) A statement identifying your firm’s business size and all socioeconomic categories applicable for the NAICS code 333319. The Government will evaluate the submission of this data in determining an appropriate acquisition strategy. This announcement is published for informational purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. It is requested that written responses be submitted in Microsoft Word 2003 (or earlier version).
