Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with OEWaves Inc., of Pasadena, CA, to modify an existing Purchase Order to include the purchase of a system upgrade for an existing model OE8000A PM-Noise Measurement System. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a system upgrade for the model OE8000A PM-Noise Measurement System which is an automated phase-noise measurement rack/module and controller using a novel, highly specialized "homodyne" measurement technique capable of 6 GHz spans without the need for a low-noise tunable reference synthesizer or high-purity oscillator to cover at least 24 - 40 GHz. NIST's OEWaves System OE8000A is the only instrument that can measure at the required NIST levels and accuracy using NIST's fixed-frequency standards while measuring such a large frequency span. The upgraded instrument must provide direct phase-noise measurements in oscillators at the highest possible accuracy and lowest noise ‘floor' at in 6 GHz spans to at least cover 24 - 40 GHz. This modification, which implements what is called the ‘cross-correlation' technique, enables the existing NIST instrument to achieve accuracy and noise floor at 24 - 40 GHz per the original OEWaves specification. OEWaves has exclusive license rights under various patents and is the only company that can upgrade and extend the frequency range of its System. Delivery date shall be 110 days ARO. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
