Description
Synopsis: This is a Sources Sought for Planning Purposes. The VA VISN 9 is conducting market research through hosting a Human Resources (HR) recruiting Industry Day to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently and competitively respond to a requirement for permanent physician recruitment services (NAICS 561311, Size Standard $5M) for the VISN 9 Veterans Affairs Medical Centers located within the VISN 9 region. All interested vendors, in particular those on the Federal Supply Schedule 738X, are encouraged to participate. This Sources Sought is issued solely for information and planning purposes and does not constitute a Request for Quotation. It is the intent of VISN 9 Acquisition Service Center to conduct a physician recruitment industry day on Tuesday April 20, 2010 at the VA Acquisition Service Center( ASC), 1639 Medical Center Parkway, Suite 400 Room 468 Murfreesboro, TN 37129. VISN 9 would like to establish a strategic partnership and embrace the HR recruitment industry in solving the reoccurring challenges of physician recruitment by obtaining industry best practices and suggestions to finalize the scope of work for a new VISN Wide Recruitment contract expected to be established (via GSA Advantage eBuy) within the next 35 to 45 days. The VISN 9 requirement defines the capability of a physician recruitment firm as a recruiter that is a human resources professional responsible for the hiring of physicians on a permanent basis. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this Sources Sought and are requested to confirm via email to the point of contact below intentions to attend. Respondents will be notified of the details of the VISN 9 Industry Day for recruitment professionals via electronic mail when finalized. Point of Contact: Roy Rossignol email roy.rossignol@va.gov Contract Specialist Department of Veterans Affairs VISN 9 Acquisition Center (90C) 1639 Medical Center Parkway Suite 400 Murfreesboro, TN 37129-2573 Phone: (615) 225-6877 Fax: (615) 225-5432 PROPOSED SCOPE OF WORK: Physician Recruitment Services The purpose of this contract is to establish a VISN 9 Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contracts for physician recruitment services from contractors in an effort to acquire permanent board certified and board eligible physicians, pharmacists, and other critical medical occupations that VISN 9 has experienced difficulty in recruiting. This will be a requirement for physicians and other occupations within the VISN 9 region. Selected contractors will assist and provide the following requested services: General Requirements: Advertising and recruiting Identification of potential candidates for designated positions Sourcing and screening candidates for application Management support - ensure candidates submit required application materials prior to the closing date of the job announcement to include forwarding of resumes to VA HR offices Candidate support Candidate close-out Standard reference/educational/board requirements/background checks Verification of U.S. citizenship Detailed Requirements: Develops and maintains working knowledge of the VA main recruiting efforts both through media campaigns and VA careers websites http://www.vacareers.va.gov/ in order to assist with potential candidate inquiries about career opportunities within the VA. Works with the on-site VISN 9 VA Medical Centers Human Resources (HR) Recruitment and Placement officials concerned with physician recruitment to profile positions and develop government job announcements opportunity descriptions. Attends Physician Recruitment Committee meetings, as needed on site as required/requested by VA HR staff. Maintains a current VISN 9 list of position openings, and provides monthly updates or as needed by the client. Maintains a weekly status list of all candidates on active searches. Interfaces with the VISN Medical Centers HR recruiters to obtain accurate data for all client reports. Maintains and provides status and reports on number of candidates proposed, number qualified candidates submitted and reason for hire/non-hire by site submitted to the VISN 9 Acquisition Service Center quarterly. Functions as one of the on-site liaisons for all physician recruiting activities between VISN 9 (six (6)) VA Medical Centers (HR) departments as follows: VA Medical Center Memphis, 1030 Jefferson Ave., Memphis, TN 38104 VA Medical Center Mountain Home, Veterans Way at Lamont St., Mountain Home, TN 37684 VA Medical Center TVHS Murfreesboro Campus, 3400 Lebanon Pike, Murfreesboro, TN 37129 VA Medical Center TVHS Nashville Campus, 1310 24th Ave., South, Nashville, TN 37121 VA Medical Center, Lexington 1101, Veterans Dr., Lexington, KY 40502 VA Medical Center Louisville, 800 Zorn Ave., Louisville, KY 40206 VA Medical Center Huntington, 1540 Spring Valley Dr., Huntington, WV 25704 Facilitates communication between clients (potential Physician Candidates) and VA HR staff located at each of the six VA Medical Centers listed above. Assist on-site VA Medical Center HR recruiter with candidate interview process, as needed to include telephone coordination and confirmation with both the candidate and the client. Assembles and distributes all collateral materials for physician recruitment (VA Welcome aboard packages that will be provided by VA VISN HR personnel). Assists the on-site VA Medical Center HR physician recruiter with the facilitation of the site visit for the physician candidate and spouse. This may include but is not limited to making arrangements for travel, lodging, meals, and developing itineraries for physician and spouse and providing transportation, as needed and coordinated with VA HR Staff. Develops and maintains an effective working knowledge of local physician employment agreements, employment process, offer packages, compensation and benefits to answer candidate questions, VA VetPro Credentialing process and working environment at each of the six VISN 9 VA Medical Centers. Establishes high reach work objectives, personally tracks and reports on performance. Provides input, as needed, into the physician recruitment budget. Assist in establish median salaries for potential candidates proposed for permanent VA employment. Manages costs effectiveness, provides audit information as requested and submits expenses for approval and payment. Works with the VA Medical Center HR physician recruiter to assist the marketing, regional development and physician recruitment teams to fully develop a high impact, local physician website. Assists in the design, order, stocking of physician recruitment literature, packets, and brochures, as needed. Continually develops and improves upon processes, procedures, policies and techniques to recruit physicians. Maintains up to date knowledge and compliance with federal and state fair employment laws and guidelines. Assists with the documentation needed for the completion of the government pre-employment process. This may include but is not limited to references, background check, license verification and other screening as needed or requested by VA HR personnel. Assists with candidate reimbursement process for incidental expenses incurred by candidate or spouse. Assist with the physician relocation, as needed. Responsible for written and verbal communication and documentation for the client under the direction of the on-site recruiter. Participates in other duties and responsibilities as assigned in order to recruit and retain physicians.
