- NOTICE OF CONTRACTING ACTION (NOCA) This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Contract Action (NOCA), by the 551st Electronics Systems Group, Hanscom AFB, MA. The Government intends to issue a Foreign Military Sales (FMS) contract to The Systems Group (TSG), Bonaire, GA, as directed by the Letter of Offer and Acceptance (LOA) SR-D-QAF, and pursuant to the authority of FAR 6.302-4(a)(2) entitled 'International Agreement'; FAR 6.302-4(a)(2) is authorized under 10 U.S.C. 2304(c)(4) or 41 U.S.C. 253(c)(4).This Foreign Military Sales Sole Source service acquisition is in support of The Kingdom of the Royal Saudi Arabia Air Force (RSAF). The specific requirement is for the following: (1) Maintain four roadmaps (future planning efforts) for the RSAF F-15s, AWACS & Tankers, C4I and Training. Each roadmap will provide a synopsis of known requirements to maintain and or improve the operational capability of RSAF assets. These roadmaps will contain equipment descriptions, previously provided Pricing and Availability (P&A) estimates, and milestones to accomplish Letters of Offer and Acceptance (LOA) actions. Each roadmap will include a synopsis of core program information. This critical data will be used for program execution and analysis of progress in the implementation of the Across the Board Review (ABR) recommendations, and will highlight possible courses of action. These roadmaps will be used for planning potential improvements to the RSAF operational inventory. (2) Cond! uct research, track status, prepare analysis and provide reports as required. Define, track, analyze, report and advise on major aspects of the RSAF FMS programs from requirement definition through FMS case closure or satisfaction of the RSAF requirement. The contractor will assist USAF Security Assistance organizations in management of FMS programs for the RSAF and further assist in developing, coordinating, and establishing security assistance programs for Saudi Arabia. This is a follow on contract awarded to TSG for the same or similar highly specialized services provided to the SAF/IARG on behalf of the RSAF. The LOA indicates that these services be acquired from TSG. This Notice of Contract Action is not a Request for Proposal (RFP). In addition, this notice neither constitutes a commitment by the Government nor does it restrict the Government as to the ultimate acquisition approach.
