- This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 6.302-1, only one responsible source and no other service will satisfy agency requirements. The Bureau of Reclamation, Lower Colorado Region, P.O. Box 61470, Boulder City, NV 89006-1470, has a requirement for Technical Analysis for current negotiations to secure land and water associated with Planet Ranch for the Lower Colorado River Multi-Species Conservation Program. Engineering & Geologic Water & Wastewater Services, LLC, dba/Fluid Solutions, 2727 N 3rd Street, Ste. 300, Phoenix, AZ 85004-1154, has been assisting the other Federal and State agencies in these ongoing negotiations. Fluid Solutions has unique knowledge of the ongoing negotiations and the various parties issues, and has obtained expert knowledge of the Bill Williams watershed and Arizona Department of Water Resources (ADWR) processes from the previous negotiations. The NAICS code for this action is 541690, Other Scientific and Technical Consulting Services, which has small business size standard of $7 million. Award is anticipated on March 11, 2010. The resulting purchase order will be an Option Year purchase order with Base Year with four year options. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company would provide technical analysis by March 8, 2010, which shall be considered by the agency. The contract award information will be posted on the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov. The justification for Other Than Full and Open competition will be made available for public inspection as required by FAR 6.305.
