Description
On or about 2 March 2010, this office will issue Request for Proposals for construction of the COMMISSARY, PN 154563, FORT CARSON, COLORADO. The solicitation will close on or about 1 APR 2010. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The Government intends to hold a site visit on 16 March 2010, at 1300 hours (1:00 p.m.) Mountain Time. Location of conference will be the site of the future Commissary. Attendees will meet in the north parking lot of the Special Events Center, Bldg. 1829, at the corner of Prussmen Blvd. and Specker Ave. Once signed in, the group will walk approximately two blocks to the site. During this conference, the requirements set forth in the solicitation will be reviewed and discussed, with part of the conference to include a question and answer period. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) Construct a 120,104 square foot Commissary at Fort Carson, Colorado. Construction to include general sales areas, Grab & Go areas, checkout areas, receiving area, loading dock, meat and produce preparation area, cold and freeze storage, and other supporting areas. Construction to include all required utilities, equipment, and site development (pavement for delivery trucks and car parking, walks, curbs, gutters, storm drainage, landscaping and other site improvements). Request for Proposal will be evaluated based on technically acceptable, low price offers. The estimated construction cost of this project is between $30,000,000 and $40,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
