- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain construction services for the "PORTER AVENUE SEWER RELINING PROJECT," located in the TOWN OF CHESTERTON, CHESTERTON, INDIANA. PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for providing all necessary labor, transportation, materials, and equipment to construct approximately 2,255 Linear Feet (LF) of an 18-inch diameter cured-in-place pipe (CIPP) liner to be installed by Inversion and Curing of a Resin-Impregnated Tube (ASTM F 1216) on Porter Avenue from Calumet Road to Sixth Street in Chesterton, Indiana. The project anticipates insitu grouting of leaking vitrified clay pipe joints. No customer sewer service connections are anticipated. Project is expected to include by-pass pumping of sewage including temporary re-routing of a force main, and traffic control. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED to SMALL BUSINESS CONCERNS. The Classification Code for this procurement is North American Industry System Code 237110, which applies a small business size standard in dollars of $33.5M. The magnitude of cost for this construction project is estimated between $250K and $500K. The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from this Internet Site http://www.fbo.gov. The IFB will be available at said Internet site on 5 March 2010. The due date for bids will be on 5 April 2010 at 2:00 pm CDT. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the Central Contractor Registration (CCR); Contractors can access the CCR for free at http//www.ccr.gov.
