- ******THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY****** This project is being procured via the e-Library on the Federal Supply Schedule 56-Buildings and Buildings Material/Industrial Services and Supplies, Category 563 4 Roofing Materials, Products and Services. The North American Industrial Classifcation Systems (NAICS) code is 238160 with a small Business Size Standard of average annual gross revenue of the concern in the amount of $14.0 million for the last three (3) fiscal years. It is a negotiated procurement and there will be no public bid opening. The General Services Administration has the need to replace the roof of Building 4 at the Hart-Dole-Inouye Federal Center, 50 North Washington Avenue, Battle Creek, Michigan 49017. Construction work on these types of buildings is subject to the State of Michigan Historic Preservation Officer approval. The scope of work consists, but is not strictly limited to providing all labor, material, equipment and supervision as necessary to replace the existing roof on Building 4 with single-ply, fully adhered membrane roofing. Briefly and without force and effect upon contract documents, contract work can be summarized as follows: Building 4: •a) The exterior concrete walls of penthouse will be patched and repainted. Penthouse downspouts and splash blocks are to be replaced. The cap flashing will remain. The flashing at the base of the parapet and the termination bar will be new. Windows on the Penthouse will be sealed around the perimeter. •b) Replace the entire roof sump assembly. •c) Existing built-up roof is to be demolished to expose existing sloped roof concrete deck. The slope of the existing concrete roof is unknown. •d) Tapered insulation will be installed. The roof must meet a minimum R value of 50. •e) The roofing system (including all products used), must be Cool-Roof Rated. Completion time for this project is being estimated to be Eight-four (84) calendar days. The completion time is the time from receipt of Notice to Proceed. The estimated price range is between $100,000.00 and $250,000.00. The solicitation will be available on or about March 4, 2010. All responsive offers from responsible offerors will be considered. Small Business, Small Disadvantaged Business, Women Owned, Hub Zone, Veteran Owned, Service Disable Veteran Owned, and 8(a) firms are encouraged to submit proposals. Offers received from large businesses concerns for this contract shall demonstrate a proactive effort to subcontract with small business concerns in support of the agency's goals to meet socioeconomic initiatives.
