Description
This annoucement inadvertantly went out as a Presolicitation Notice/Procurement, it is now corrected to be a Combined Synopisi/Solicitation. This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A SEPERATE SOLICITATION WILL NOT BE ISSUED.The U.S. Geological Survey, Alaska Science Center, Anchorage, AK has a requirement for the following telemetry products to be used for walrus research. QUANTITIES ARE CHANGED AS FOLLOWS:18 (ea) Walrus transmitters, MFG: Telonics LPT-125 or equal, delivery by 05/24/201018 (ea) LPT-125 Housing or equal, delivery by 05/24/201018 (ea) Walrus transmitters, MFG: Telonics LPT-145 or equal, delivery by 05/24/201018 (ea) LPT-145 Housing or equal, delivery by 05/24/2010 Optional Items for increased quantity may be required for delivery by 06/21/2010, pending availability of funds:Up to 10 (ea) Walrus transmitters, MFG: Telonics LPT-125 or equalUp to 10 (ea) LPT-125 Housing or equalUp to 10 (ea) Walrus transmitters, MFG: Telonics LPT-145 or equalUp to 10 (ea) LPT-145 Housing or equal Optional Items for increased quantity may be required for delivery by 08/23/2010, pending availability of funds:Up to 40 (ea) Walrus transmitters, MFG: Telonics LPT-125 and/or LPT-145, or equal, delivery by 08/23/2010, pending availability of funds (Pricing should be provided for both models at 40 each, however no more than 40 additional units of one or a combination of the models will be ordered.) Salient Characteristics:The LPT-145 model is designed to be identical in characteristics to the LPT 125 with a reduced size and an increased functional life.The transmitters are capable of (1) remote deployment on walruses without the use of immobilizing chemicals; (2) enduring physical shocks of remote deployment and daily wear on free-ranging walruses inhabiting ice bearing waters and coastal haulouts; (3) acquiring walrus haulout and foraging behavior records data based on hourly on-board processing of conductivity and pressure transducer sensor data as specified by USGS (haulted out = 1 if more than 90% of conductivity readings indicate a dry state; and forage = 1 if more than 50% of pressure readings indicate a depth of 10 m or deeper); (3) produced transmissions that may be relayed through the Argos satellite data collection system that encode a message containing 119 hours of accumulated behavior data, a low voltage indicator, and a check sum; (4) producing a minimum transmission power of 0.5 watts; (5) achieving a minimal functional longevity of 7 weeks with a daily duty cycle of 12 hours on and a 60 second transmission intervals; and (6) be fit with a mechanism that allows activation of the transmitter under arctic field conditions. To enable remote deployment of transmitters units shall not exceed 140g mass and shall be configured to accept a deployment mechanism that may be propelled by a crossbow and to be securely fit to a standard USGS sub-dermal anchor. This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-38, dated 10 January 2010. The solicitation number for this procurement is 10WRQQ0126 and is issued as a request for quote (RFQ). This is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 334220, Radio and Television broadcasting and Wireless Communications Equipment Manufacturing, with an applicable size standard of 750 Employees.Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein.EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable (List Salient Characteristics if other than brand name)/ Price. For other than brand name offers, offeror must provide descriptive literature and/or specifications which demonstrate their items compliance with the salient characteristics described herein.All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated.
