Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Scott-Marrin, Inc. 6531 Box Springs Blvd., Riverside, CA 92507 for ultrapure grade, compressed gases (air, nitrogen, and helium in various sizes) in aluminum cylinders for the CalNex field study ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for ultrapure grade, compressed gases (air, nitrogen, and helium in various sizes) in aluminum cylinders for the CalNex field study. Lightweight, aluminum cylinders are required onboard the NOAA P-3 aircraft as opposed to heavy, steel cylinders. All of the scientific instruments that will be flying on the aircraft that will be measuring trace gases in the atmosphere have been designed and tested using these high-purity gases from Scott-Marrin. In addition, all of these instruments were designed to house the cylinder sizes from Scott-Marrin. All of their products are certified through laboratory analysis to ensure accuracy. A change in supplier would require all instruments to be re-certified. Delivery of the gases is required on or before April 29, 2010. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
